What this rulebook is
The Anti-Money Laundering and Sanctions Rulebook (AML) is issued by the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM). It sets out the AML, counter-terrorist-financing and sanctions obligations for relevant persons operating in ADGM.
This is the ADGM's own published rulebook, offered here as a downloadable copy. The FSRA remains the source and the authority.
What the rulebook covers
The scope and application of the rules, and the money laundering reporting officer and compliance arrangements a relevant person must have in place.
Business risk assessment, customer risk assessment and the customer due diligence measures that follow, including enhanced due diligence for higher-risk situations.
Ongoing monitoring, suspicious activity reporting, sanctions compliance and targeted financial sanctions, record-keeping, training and the FSRA's supervisory approach.
Who it applies to
The rulebook applies to relevant persons regulated by the ADGM FSRA. Firms in the DIFC follow the DFSA's module, and firms supervised onshore by the Central Bank, the SCA or a federal ministry follow their own rulebooks. Adventant can help you confirm which framework applies to you.
How to use it
Use it to check the exact wording of an ADGM requirement, to brief an MLRO, or to support an internal policy. Because rulebooks are amended, confirm the current version on the ADGM website before relying on any text for a filing or a decision.
General information only, not legal or compliance advice. Your obligations depend on your activities and regulator. Speak to Adventant about your specific situation.
