What this module is
The Anti-Money Laundering, Counter-Terrorist Financing and Sanctions Module (AML) is part of the DFSA Rulebook and applies to firms and other relevant persons in the Dubai International Financial Centre (DIFC).
The PDF is the DFSA's consolidated version of the module, offered here to download. The DFSA states that the consolidated version is a documentation tool with no legal effect, and that the authentic versions are those published on the DFSA website. The DFSA remains the source and the authority.
What the module covers
Application and the appointment and responsibilities of the Money Laundering Reporting Officer, together with the governance and systems and controls expected of a relevant person.
The business risk assessment, customer risk assessment, customer due diligence and enhanced due diligence requirements, and reliance on third parties.
Ongoing monitoring, suspicious activity reporting to the UAE Financial Intelligence Unit, sanctions and targeted financial sanctions compliance, record-keeping and training.
Who it applies to
The module applies to relevant persons regulated by the DFSA in the DIFC. Firms in ADGM follow the FSRA's rulebook, and onshore firms follow the Central Bank, SCA or the relevant federal ministry. Adventant can help you confirm which framework applies to you.
How to use it
Use it to check the exact wording of a DFSA requirement, to brief an MLRO, or to support an internal policy. Confirm the current version and the authentic rulemaking instruments on the DFSA website before relying on any text for a filing or a decision.
