What this is
This is Federal Decree-Law No. (10) of 2025 on anti-money laundering and combating the financing of terrorism and proliferation financing, the UAE's primary AML law. It is published on the Ministry of Economy and Tourism (MoET) AML page, offered here to download.
The MoET supervises designated non-financial businesses and professions (DNFBPs) in the UAE under this law. The MoET and the federal government remain the source and the authority.
What the law covers
The definitions and the money laundering, terrorist financing and proliferation financing offences, together with provisional measures, investigation and confiscation.
The Financial Intelligence Unit, national coordination, supervisory authorities and administrative penalties, preventive measures and beneficial ownership, international cooperation and the final provisions.
Who it applies to
The law applies across the UAE. The MoET supervises DNFBPs under it, such as real estate agents, dealers in precious metals and stones, and company service providers. Financial institutions are supervised by the Central Bank, and firms in the DIFC or ADGM by the DFSA or the FSRA. Adventant can help you confirm who supervises you.
How to use it
Use it to check the exact wording of the law. The MoET also issues Executive Regulations, ministerial decrees and circulars for the businesses it supervises, so read this alongside those, and check the MoET page for the current materials before relying on any text for a filing or a decision.
